Do you think the surroundings of a fish enhances and decreases their energy level?

I've been doing a little testing with my new betta, Serendipity. When under my light, she seems to sluggish. When she's on my desk on the other side of the room, she's extremely active. Do you think the surroundings, lighting, and people affect how the fish act? Do you think it's the same with all fish or just bettas?
 
Yes they do. I think all fish would be affected by the environment the tank is in.
