Does anybody know when stem cells first became a controversial issue?

for a school assignment i need to know when it fist became an issue.
i know that they were discovered in 1970.
 
I first heard about it on the news August 2001, which kinda explains why most people don't remember when it first became a controversial issue. It was promptly forgotten about because of the 9/11 attacks.

Stupid terrorists.
