...you BULK UP or tone down? i really want to have strong muscles and i want to have very slim calves (well, i already do have slim calves so i want to keep them this way).

what exercises can make me tone down and stay healthy and in good shape WITHOUT making me bulk up! I do not want to lift weights in anyway, i just wanna be toned!!
 
Cardio will make you tone down babe. Use light weights with longer sets to get toned. Longer set meaning use a 10 pound weight for 3 sets of 30 reps, instead of 25 pound weight for 3 sets of 8 which would make you bulk up. Look for full body bodyweight exercises. Sounds like what you might want. Try searching around on youtube.
 
well pretty much all of those, esp. cycling and running, will bulk your calves up. but i guess a nice jog could keep you in shape well enough.
