Does it cost if my contact has dial-up internet?

I have a broadband contract in the UK and want to call friends abroad via the internet. They have wifi enabled phone but have dial up internet, so if for example I use skype to call them on their wifi phone, which connects via a router, will they be charged for using the internet?
what I want to say is....... whenever I will make a call with skype, etc...does their phone access the internet and their phone service provider will charge them?
from what I understand here, my contacts' phone will automatically access the internet everytime I call them on skype therefore incur a charge at local rate for them.
