Does lining the inner rim of your eye cause infections?

Is it bad? My friends, mom and the media always say that lining the inner lash rim can cause infections or even blindness. But two of my friends and I have been wearing eyeliner like that since the beginning of middle school and our eyes are fine. I am currently using CoverGirl Perfect Blend Pencil but I am going to stop because that liner has preservatives. I was going to start using Neutrogena Nourishing Eyeliner in Cosmic Black because the scroll tips are softer and there are no preservatives in that one. Is this better?
