Does my 16 year old need ID to travel on the train from Scotland to England?

My daughter is stuck in scotland, with no ID, and someone has told her she won't be able to cross the border without it.
 
there are no borders as such, she is allowed to travel anywhere on the mainland, but at 16, she would pay the full fare,unless she can prove she is still in education.what is a 16 year old doing travelling alone?, remember, there are loads of perverts out there preying on young girls
