In other words any product that contains nicotine without the noxious chemicals contained in the smoke.
 
No it does not. It is not the nicotine in tobacco that is responsible for it's cancer causing properties.
 
Nicotine is a deadly poison in large enough doses and it is a carcinogen. Specifically the nitrosames and nitrites in nicotine that cause DNA mutations leading to cancer.
According to The UK Medical Research Council report in Medical News Today on April 26 new research suggests that nicotine gum and lozenges could raise the risk of cancer - specifically oral cancer.

Manufactured tobacco contains at least 67 cancer causing chemicals, some researchers say it is closer to 100.

Anyone who says that nicotine does not cause cancer is about 70 years behind the times. Peter Zapfella - Your Health Matters
