I sit next to someone in a car who smokes 1-3 times around me. This happens once a week. Will this cause permanent fitness damage? If it does, my health is screwed because the person is my father and I can't ask him not to light up around me.

Can the lungs and body repair themselves, if they only inhale a small amount of smoke , once a week?
He does open the window. But he hates opening windows and only opens a tiny slit. So the smoke still travels to me.

keep a window open, airways do repair themselves, but the cig smoke has carcinogens in it. you could look up the ingredients of cigs on smokes.com

My dad smoked all the time I was growing up and I am ok

Hi there
it does affect negatively the health but not bad to the level of being permanently damaged. Infact if you smoke one cigarette a week (not passively) it won't damage the lung permanently. The lung would able to rapair itself. Also exercise can help rapid improvement of the lung damage from smoking. And if you smoke 10 cigarette a day after 1 year there will be a permanent lung damege and it won't be able to repair.
