does pulled out cat hair grow back?

my little sisters (evil) cat keeps "play" fighting with my cat and because of her, my cat is now balding at his temples!! I really want her to get de-clawed but it's too expensive I guess. Will my cats hair ever grow back? and also, any ideas on how i can stop her from attacking him (besides the spray bottle)?
