A SIM Card? I was just wondering if it does so that i know if i should go with the one without SIM card or if it is worth spending extra £100 just for a SIM card.
Also, what other differences are there between both of them?
also, will there be Whatsapp for the iPad Mini with SIM card?
 
No. They both have access to the same apps. The difference is the iPad mini with cellular access of course has the option to use 3G/4G where available vs the wifi only which can't.

No. WhatsApp requires a phone number which the iPad mini, not being a cell phone, can't have.
