Does the new rookie cap end hold outs?

I know they are a set amount for the 1st round picks unlike in years past.. So does this end the holdouts that we have seen in the past also?

It would be kind of dumb to hold out, what would they expect to gain? They won't get more money, the only reason someone would holdout would be for a trade

no they can still hold out if they are trying to get more guaranteed money. but holding out will cost 30,000 a day. twice what it cost last year and in previous years.
