Does the 'Samsung Gravity Touch' MUST require "Web Only"?

If not, then can you get the phone with Web without paying for Web? Someone told me that if you buy a refurbished or used phone, then you don't have to.
I'm not sure if that's true, and I honestly don't completely know about all the plans and deals and stuff with phones lOl x)
