does the unlocked (telus) milestone still work on at&t?

i heard android/motorola locked all of their phones. Please explain what this means, telus still sells refurbished motorola milestones unlocked for the at&t network.

All phones you get for a cheaper retail price are locked to one carrier which is the carrier you sign the contract with for the cheaper deal. Unlocking the phone means you will be able to use the phone with any GSM carriers. If the Telus phone is unlocked, you will be able to use it with AT&T.
