does this ever annoy you?

now i know not everyone who owns a small dog is like this. but i can remember there was this little black westie that would always go for my dogs. it would chase them and snap at them and it would sometimes bite their ears. so when this was happening the owner of the dog was just laughing at what her dog was doing to mine. my dogs were being good and doing their best to either get away from the dog or just ignore. so when one of my dogs had enough she turned around and snapped at it (she didnt touch it) and it ran off yelping/crying. then the next thing i know the owner of the small dog is giving me a filthy look and telling me i have a dangerous dog and it should be on a leash.
