this guy i met online and talked to for two months on the phone wants to meet me at a hotel

he said nothing sexual has to happen but he's bringing condoms just in case

does this mean he expects sex to happen? i am not ready for that yet! should i go or not?

Yes, he expects sex.
You're a total moron if you go.
If you want a relationship with someone, then have a relationship. Go to dinner, to the movies, to the park, hiking, etc. If you want to have sex with someone, go to a motel.
