Doesn't Karate and other martial arts teach bullies how to bully as well as defend?

I do Karate Wado Ryu and it's great however my experience showed me that some of the people that train there can be real bullies and sometime bully each other and act real cocky. .
What is your opinion on this and can anything be done about it? as i heard one or two talk about fighting on the street

If what you say is true, then where is the instructor during these improper displays? I worried about teaching the wrong people many years ago. I no longer worry about it. Most of the trouble makes are people that have no discipline and low self confidence. They are the kind of people that quit anything that requires a lot of effort and a long time to achieve. Now I let anyone train because I know that those that would use the training for the wrong purpose will quit before they are there long enough to develop the skills necessary to be dangerous.

A true martial artist instructor teaches control, confidence and respect. The first thing I was ever taught was to turn around and walk away, to avoid a fight and to always respect others.

I've always asked people that question.

"If martial arts teaches the little man to defeat the bigger man, what happens when the bigger man learns martial arts?!"

I guess they just hope the philosophy gets to you so you don't use your karate to bully people. Either way, most teachers would kick you out of their school if they found out you're using it for violence and not self defense nor sport.

A good instructor will weed out the bullies and not teach them. Bullies normally will not submit to the instructor's authority. They are easy to spot. If your instructor is not taking care of business, go somewhere else.
