Dog doesn't greet other dogs well?

My mom has a 1yr old yorkie. he's very energetic and a little too in your face. i have two dogs (a boy and a girl) and they don't like the yorkie. he chases them and bites at their ankles. he tries mounting them whenever he can (he's neutered) and i have to stop him. he won't settle down. he's always doing something to them and they don't want to be bothered with him. he's been that way since the day that we got him, it's been a year and he still acts like this. my dogs are a 2yrs.

my girl dog is twice as big as he is but she's afraid of him. she tries to run/hide from him and if i can't get to them quick enough to move him away from her she bites him because he'll have her cornered. not a hard bite. a nip so it gives her enough time to run away. and even after the nip he still won't leave her alone. she's never bit anyone but him and she's only afraid of him but i think that it'll eventually lead to a fight. my boy is more tolerant but the yorkie gets on his nerves too. he'll look to me to pick him up and remove him from the situation. my mom basically sees it as the yorkie being happy to see them so she won't really listen to me when i try to tell her that's not the proper way for dogs to interact.

how can i get the yorkie to act right? i'm pretty much on my own and he actually listens to me better than her but i can't correct this issue. he only acts like this when there is another dog around. when it's just people he's a playful yorkie but mellows down pretty easily.
i taught the yorkie all the basic commands which he knows and listens to (for me, not my mom) but when my dogs are there all of that goes out the window.
