Doing a paper about internet laws (pertaining to cyber-sex)?

Ok, well I have a paper to do about internet laws, and the simplest one I can think of is laws pertaining to minors on the internet...

Now, I know a lot of the rules, but one has been nagging at the back of my head for quite some time, and I think it would be a very good point to put in my paper:

Now, we know that viewing pornography (or pornographic material) as a minor is illegal. BUT there is a thing called cyber-sex, and if you don't know what it is, google it.

Anyway, it would make sense if a minor and an adult had cyber-sex, it would be illegal (i think). But, what about a minor and a minor?

Lets, for the sake that most states have 18 age of consent laws, say that Suzzy was 16 and Bob was 16. They both had cyber sex, both said they were fine with it, and no pornographic materials were sent.

See what I mean? It can be really shaky on what is considered "illegal" and what is "legal". If anyone has any clue, if it varies from state to state (which would be different if they lived in different states!), and if it is actually considered statutory rape.

Oh, one more thing, please don't say it is immoral, and that is it. We know it is immoral (to most people) but I need information here! This is a paper for a class, worth quite a bit of points, so i need to do well on it.


If you are wondering I have got the following in the paper:
- Kids must be 13+ with parental consent to register on any online function.
- Pornographic content must be clearly labeled.
- Adult/Minor laws

I need 4 big points, so this would be a BIG help!
