Double sharps/ double flats in music?

I play clarinet and our Allstate music this year has double sharps and double flats in it. I understand this as a double sharp raises it up a note, and double flat lowers it by a note. Would a key signature interfere with this?

If there's an f sharp in the key signature, and there's a double sharp beside any given f (sharp according to key signature), would you play a g? Or is it a whole step up from f# instead of an f?
Same thing with a b flat, a double flat only lower it to an a? or a flat?
