drag and drop greeting card maker in flash or ajax?

I want to implement a module in my website where users can create greeting cards from available tools. they can use tools like in Photoshop or Google Picasa to make customized cards. I searched a lot, but could not find right source. I am a novice programmer in PHP.

Can it be implemented using Flash or Ajax? Any tools or libraries available free or paid?

Another question is if any flash (swf) is available then will it be feasible to integrate with my website like online flash games websites do?

Your answer would be so appreciable.
 
If you mean they design the card then give you the image, you could have a simiple file upload where they just upload their image.
