DVD burner won't recognize CD-R of same brand?

I found an old laptop in the basement, but it wouldn't recognize the boot disc that came with it. So I went online on the current one, downloaded a clone.

But now the next problem occurs: the burner won't recognize blank discs. Both are HP, so there is no way it is a brand issue. I tried looking on the Windows 7 help site, which told me to find the Windows Image Disc Burner, but searching the files gives me nothing even similar.

Does anyone have a solution that is remotely useful?

When burning an ISO you right click and you should be able to open with WIndows Image Burner.
I would assume that your disc's file system is corrupt, however if this problem is occuring on multiple discs and only this system then it wont be.
