Ebay 21 day holding policy and fees: What agency can I complain to?

Ebay is enforcing a policy stating that it will hold funds for 21days after the buyer pays. Part of the funds that the buyer pays is shipping cost. This is part of the funds that is being witheld for 21 days. As a seller, i do not have access to that shipping fee and have to pay out of pocket. Also, ebay is charging ebay fees on these funds that are on hold for 21 days. What state or federal agency can make a complaint to?
 
None. Ebay is free to set any policy they choose and you have the choice of doing business with then or not.
 
Best bet is to go to church and complain to your priest. He can't do anything, but you might get some sympathy - which you won't get from any government body.

eBay is a private company. They can make whatever rules and policies they want, so long as they are not illegal - which this one is not.

Your recourse, if you don't like their policies, is not to do business with them.
