Electrical problem on 2000 Nissan Sentra, how to handle mechanic?

One day I smelled burning plastic coming out of my dash board. Later that night I realized the dashboard light was out. Took it to a mechanic who people have claimed him to be trustworthy and he came back later saying my "switch" was bad, charged me $400, and replaced the turn signal...lever. The light is back on.

I have smelled the same burning plastic twice since that repair. Anyone have any clues what might be going on? What should I do about the money I paid my mechanic for not fixing the problem?
