Everytime I turn on the engine it makes a weird kind of whining noise?

I have a 1995 Mitsubishi Eclipse
when i accelerate it gets louder and it will go away at times but when i slow down it comes back what could it be??

Sounds like a belt, or a bearing on one of the things driven by the belt.

Or maybe it's whining because it doesn't want to move at all. I do that sometimes.

Sounds like it could be your fuel injectors

The belts need to be tightened.
