Eyebrow Vent over Built Up Roof 2:12 Slope?

Hi Everyone!

I am new in the construction world and I need help with this. There is a residential building with a built up roof 2:12 slope (tar and gravel) which needs ventilation. Fans and turbines can't be installed due to some kids might take them off and sell them on the streets. The contractor suggested to have eyebrow metal vents. I'm not sure if this is possible due to the shallow slope of the existing roof (2:12) There is any manufacture that make this kind of vents? Any restrictions?

We are in California and I've been looking for hours in the web and haven't found anything. I need help. Thanks Answer community!

I would not do that. The roof is to shallow. A heavy rain and wind and your in trouble. a 2/12 roof is really shallow.

I'm a builder 30 years.
I'm on Cape Cod Ma.
I don't know your building codes.
Check with a building Inspector to see your options.
