F250 Diesel starting and 4WD questions....?

A couple of questions....

(My husband told me these things, and I just want to make sure that they are true! haha...)

OK, first - when I start up the truck with the key - he says to turn it forward two notches gently and WAIT for the glow plug light to go off on the dashboard, and THEN push it forward completely in the ignition to start up.

Second - the "lockouts" on the two front tires. Since it has been very very snowy these last couple of weeks here in Indiana (and I must say the truck SUCKS in the snow honestly - as far as slipping/sliding and not being able to go up steep hills). He says with the lockouts on I should only go up to 30 MPH. What I am running into is that on my way to get ON the interstate I need the lockouts, and then every morning I have been pulling over on the side of the road and getting out to turn the lockouts off before I get ONTO the interstate (where I don't need them).
