Fast resale on small sports bikes?

My boyfriend wanted to get his motorcycle license but doesn't have a bike to ride. He was going to start small with like a Kawasaki 250 and then move up in a year or two. We have read that it is really easy to sell a 250 once you "outgrow" it. Is there truth to that or should he start out on something like a 650 if hes comfortable on it and not waste the time and effort on trying to sell the 250?
He is 5'9" and weighs about 190.

I've ridden many 250's and gotten used to them pretty quickly. The most powerful 250 is the Honda CBR 250RR. I've ridden one and got used to it in one day(although that was after riding a 125cc, 10hp bike for a year). I have owned a VTR 250(32 hp) for almost five months now and am selling it soon to upgrade. If He has Dirt bike experience (on medium sized bikes: 450-650) then maybe go for a 650/600 road bike. If he is new to motorcycling, then a 250 is probably a better option.

Even 250's are fast and dangerous. The CBR I rode outran a Lamborghini Gallardo to 60 mph.

Always do a MSF course first and ride on local roads in the beginning.

And wear full gear. I've stacked in full gear and still got slightly injured.
Kevlar jeans are No use. Get full leather.
