Fema gives $5000 to my mom for her car but not me is this fair?

My mom owns a double-wide trailer That she rents out to me and my husband, she bought a travel trailer and she lives in the travel trailer. when ike came through I lost 2 vehicles she lost 1. We each filed for fema she received $5000 for her car but we were diened assistance because she got assistance fema say's it the same address so they only help on person I don't think this is fair as my mom does her own thing she is never home so its not like i can get a ride from her. I have no money to get another vehiclel. what is your opinion on fema and this situation?
I filed before my mom as she filed about 1 week later
 
mom should help you out. you already have enough going on "under the table".
 
It sounds as if you were both living on the same parcel of land under one address. Therefore the funds went to the address to the parcel of land. Just seems that Mom beat you to the punch and filed first.
