Feral pigeons?

They both look the same so telling them apart by appearance is out. So you have to watch them more closely and observe their behavior. Male pigeons like to show off to the females and do a little dance for them. When they dance, they puff out their neck and coo and then bow and make a circle. How can a male pigeon tell the difference himself? He can't until the pigeon he is courting responds as a male or a female... A male will challenge him and try to drive him away and a female will play hard to get and run away. Usually if you see a pigeon chasing another, the chaser is male and the chasee is female. Also obviously... The female is the one who lays the eggs....
