fiat punto mk1 p reg fule problem?

i have a punto mk1 p reg sport for some reason it auto revs ten times on and off and then max its revs out when i switch the ignition on you can here the Fuel pump running all the time even when the engine is not started any idear where to start please thanks

errm the fuel pump will be a prob of its own take it to a garage

its a punto and a FIAT what do you expect
