Fitness question!!!please help!!!!?

I know, i asked this question a few days ago, but I want to rephrase it.
I want to flatten my stomach. It doesn't have to be flat, just flatter than now. Its pretty much just my ab muscles sticking out.
One other thing...I WANT RESULTS QUICK! ONE WEEK? A MONTH MAX?
I have no time for running, i might be able to fit in one a week if i'm lucky, which i will do, but i don't think this will do much very quickly.
Apparently just doing exercises will create muscle under my fat, and will make me look bulkier.
Can my diet make this happen?
i'm open to ideas, just the main thing is, quick!
