Fitting v-brakes on a mountain bike.?

I've built my mountain bike from scratch and have fitted the v-brakes, but no matter what tinkering I do they always lean towards the right. So the left one's pretty much touching the rim and when you pull the brake lever only the right one moves. This is front and back. I've obviously tried tightening and loosening the cable but it never equals out, it always pulls to the right.
Can anyone give me any clues on what to do?
