Flashed IPhone 4 FaceTime won't work?

I recently purchased an iPhone 4 from a place that flashes phone. I got mine flashed to Metro PCS and everything works fine (ie. mms, SMS, 3G) except the FaceTime. I tried to FaceTime a friend with an iPhone 5 and it didn't work. I tried going to the setting and turning it on and it keeps saying "waiting for activation". Help?
