city won't let me pass? I've defeated the pokemon league and have captured 69 pokemon. I went to Professor Oak and he said "Hoho! This is turning into quite the respectable PokeDex!" 
I'm not sure if this means I have the national dex or what *shrugs*...
Anyways, I proceeded to Vermillion City so I can go to the last few islands and the sailor at the end of the dock wouldn't let me pass because the ship had already set sail.
I went back to Cinnabar Island - no Bill. Then I flew to Cerulean went to Bill and he wanted me to stare at his computer and check out the Eevee evolutions. So that was a no go.
Although, this is the first time in a year that I've played the game. I saved and put the game down for that time. And I can't remember what I had done up to that point except NOT beat the Elite Four.
I was wondering if y'all had any ideas on how I can get back to the islands...
