Found a boost mobile galaxy phone can I activate it?

I found a galaxy s 2 phone by boost mobile in a parking lot. I aske around but it wasn't anyone's that I could tell so I would like to get it activated. Can I activate and use it on Verizon or woul I have to stick with boost? Would it matter that it was previously owned?
 
You would need to have it unlocked more than likely. However you should turn the phone into the police, how would you feel if you lost your phone?
