furnace vent motor cycling off and on several times before the furnace will light?

I have a Lennox Model G26Q3-75-7 Elite Series furnace.
Fresh air intake and Exhaust vents appear unobstructed, Furnace filter is ok. diagnostic lights indicate normal operation.
