german shepherd puppy whining?

ok so i have a new german shepherd puppy and he whines all the time. now its not just when we put him away at night but all the time. whether hes just lieing down in the day or even when he eats. please tell me a way to stop soon because i know it will eventually grow out of it. HELP.. im going crazy from no sleep...

i know at night when you crate him you can put a ticking clock, a watter bottle full of warm water and something that smells like its mom with him the whining stops eventually. MAKE SURE YOU IGNOR HIM WHENEVER HE WHINES HE JUST WANTS ATTENTION IN ANY FORM WETHER IT BE BAD OR GOOD. Not sure why that was in all caps
