Getting a new unit introduced into the british army?

I was wondering whether it is possible and with whom you might take it up with whether you can get permission for a new unit to be set up within the british army.
Having seen the success of the USAF para-rescue teams i think such a unit would be a good idea.
Is there a committee or board that must approve this and if so which?

Never happen - there are about to be major cuts again in the British Army , there won`t be any "new" additions to the current units in service.There are more likely to be more merging of current Regiments.
