Graphics/video card function.. ?

So, I play this 3rd person shooter game on my computer, but you see I it'd lag if I kept my computer on the default Vista theme, with all the visual effects. My computer's basically always on Windows Classic, all visual effects off, and all settings towards better performance (nothing for appearance) to cut down the lag. Even then, I sometimes lag (fps lag I think it's called? I don't really know.) in my game.

I have 3 gigs of RAM, and I'm pretty sure my internet connection is fine.

If I got a new graphics card (I'm using on-board graphics right now, which I've looked up and apparently the one I have is crappy), would:

1) I be able to run my game with all the Vista visual effects on? (Hey, I want my computer to look pretty too!)
2) Decrease a significant amount of lag in-game?
 
Go to Can You Run It and find your game and it will show what your PC can handle. It is a neat website.

yes the problem is if you use intergrated graphics its slows down your computers functions. Buy a graphics card for your pc your looking at your motherboards PCI compatibility e.g. 1.0 or 2.0 and match a GPU to this don't worry about the cards RAM it doesn't matter or effect the computer e.g. your motherboard will or may be DDR2 and the card may be DDR5 it doesn't matter as long as the PCI number mentioned is correctly matched.
