Growing muscles? I don't think I'm doing this right...?

I've started working out for my very first time. I've been weightlifting, working on my biceps, triceps, chest, and back. It's been a month already and I haven't been seeing any progress. What am I doing wrong?
btw.. I'm not trying to lose weight, I'm a very scrawny guy who seeks to get bigger
