Guys did i come off as desperate or needy? lol?

I have been talking to this guy (for past two months). We live in the same city but different towns. We mostly talk through text and rarely get enough face time due to busy conflicting school/work schedules. Last week he stood me up on a date because he had a work emergency and bad weather spoiled all of our plans. i was upset and he did apologize for not being able to make it to dinner reservations which i had arranged for our birthdays we were suppose to celebrate together- he said “next time weather must be considered before anything” but didn’t make a mention of any future plans to make up for this! I agreed and said “yes, next time weather must be into account, especially since "the distance and busy schedules are already a strain". I only mentioned this because I was seriously re-thinking about being with him, since we rarely get to spend time together and wanted him to know that! i got NO reply to that. The next day was his birthday so i texted him a "happy b-day wish in the morning" he replied right away with "good morning! and thank you!!". He didn’t say anything else, so I didn’t text him either. I’m confused now, should i just wait for him to initiate contact-how long is too long?
