Has Yahoo Answers staff quit deleting rants masquerading as questions?

In R&S as well as various political forums I've noticed that obvious rants no longer get deleted as often by Yahoo Answers staff enforcing the Guidelines. Have budget/staff cuts at Yahoo led to even more "open editorializing" on R&S?
