Help my Laptop is ruined !?

1st there was a trojan in my laptop so i took it out then i deleted some folders in my windows folder because they were empty or had weird catptions now i cant download new programs or see the bottom bar on usual computers that says START so i cant even minimize or check my control panel. theres still a background advertiseing spyware and i cant get rid of it. Please help me. with getting the START menu back preferly

if u see icons on ur desktop,
that must mean u didn't delete explore,

if u don't see icons, press crtl+alt+del
then new process,
then type in
c:\WINDOWS\explorer.exe

other wise i don't noe wat to do
