Help with AT&T Voicemail (Landline, not Cellphone)......?

I updgraded my service this morning, adding the voicemail feature to my home phone service. Checked the status of my order online and it said 'Completed'.

It says to hit *98 to begin the setup of voicemail, but I just get a busy signal. Any idea why??
