Help with BitTorrent port blocking?

I live in a duplex, and suspect one of the upstairs occupants is running torrents and using up a TON of bandwidth. I haven't been able to figure out who it is, so in the meantime I've blocked ports 6881-6999 on our network, which, I believe, will prevent them from using torrents.

My question is this - will blocking those ports increase INTERNET SURFING speeds (I don't care about torrent speeds here, just to be clear - I'm trying to block those altogether to increase general internet surfing speeds)?

Also, if I block those ports, will it also block the use of MSN Messenger (ports 6891-6901)? I don't want to block MSN Messenger, just the use of torrents.

(And before any of you start telling me I'm mean to my neighbors in blocking torrent ports, I do plan on figuring out who it is and compromising with them, I'm just experimenting with increasing our internet speeds).
A further question - if I block all but, say, 10 torrent ports (6881-6890), will that kind of "force" the torrents to run slower, and allocate more bandwidth for general surfing?
