bought a car from a lady who said she needed my money to pay off the loan currently on the car, so they can send her the title and in turn, she can send it to me. i still made her sign a bill of sale and i took the car, while she took my check. she told me months ago that the vehicle title is in the mail, but it hasn't arrived and now i can't get into contact with her. i need to change the name on the title, and register the car, but i don't have the old one with the previous owner's name on there. what do i do?
