im looking for mountain bike tires and i looking for a good tire with grip i found this one

but in the middle it looks like a rim em i correct or is it a special kind a tire so help me out and if there is a better bike tire paste the link and ill check it out.
also this one bike guy at a bike shop said something about a second layer on a bike tube or between the tire and tube that reduces bike flats with thorns or nails that wont go in but i forgot what it was called he said he charged me 45 bucks for him to installing it for both tires so if you know what im talking about type it.
and its not the green plastic that goes in between the tire and tube.
