My performance tires are terrible in snow & rain so I'd like to replace them with tires for all seasons with bigger sidewalls. I assume that means I'll have to replace the current rims with smaller ones in addition to the tires. Can that be done safely? What should I get?

Current tire size is 195/50R/16

It may be a problem with the particular tire and not the size. A 50R tire is pretty wide with a stiffer sidewall that's lower profile than a 60R or 70R which would be taller tires with narrower tread. Shop for tires made with compound formulated for better snow and wet surface grip. Keep the current tires for the dry seasons. People in harsh climates do often own separate snow tires they can use during the winter and put their other wheels back on in the milder seasons.
