Hole punched in passport - any way for a US Citizen to travel just for work

outside US with this? I have a friend (yes, it really is a friend) who has a passport with a hole punched through it compliments of a bitter divorce with his ex-wife who came after him for a whole lot of child support which he doesn't owe... Without going into a huge thing about all that -- my question is he needs his passport for work, and now for the second time he has to turn down work outside the country (he's an actor it would be a production) because he can't travel without a valid passport.

Is there anything he can? -- she will not forgive the debt -- and unless she does that the hole in his passport doesn't go away... Is there any way for him to get a VISA just to travel to England and back for work?

He's born here -- US citizen and all...

Thanks for suggestions...
RiteAide would be just a picture and application -- it still goes to the State Department for processing, approval, etc...

Yea I know the point of why they punched it -- but it's interfering for work.. If he can't work he can't pay her... Sorta the point too... :) But yea I got it... Just wondering...
He is actually paying her back slowly...

He needs to reach some sort of an agreement with her attorney to pay her a percentage of the money he earns while abroad in return for her allowing him to go out. That's the only thing I can think of.
