Holy Spirit: Anointing with oil vs laying of the hands?

When giving someone the Holy Spirit, when did the church change it from laying of the hands to anointing with oil?

Humans do not "give someone the Holy Spirit",it is a gift from God that He only gives to those whom He selects at a time of His choosing.If some churches are lying to people about giving them the Holy Spirit then they will only end up with a bunch of members covered with snake oil.:unbelieveble:
